黄霸，淮阳阳夏人。
汉书卷八十九 循吏传第五十九：
黄霸字次公，淮阳阳夏人也，以豪杰役使徙云陵。霸少学律令，喜为吏，武帝末以待诏入钱赏官，补侍郎谒者，坐同产有罪劾免。后复入谷沈黎郡，补左冯翊二百石卒史。冯翊以霸入财为官，不署右职，使领郡钱谷计。簿书正，以廉称，察补河东均输长，复察廉为河南太守丞。霸为人明察内敏，又习文法，然温良有让，足知，善御众。为丞，处议当于法，合人心，太守甚任之，吏民爱敬焉。
自武帝末，用法深。昭帝立，幼，大将军霍光秉政，大臣争权，上官桀等与燕王谋作乱，光既诛之，遂遵武帝法度，以刑罚痛绳群下，由是俗吏上严酷以为能，而霸独用宽和为名。
