鲁有开，字元翰，参知政事宗道从子也。好《礼》学，通《左氏春秋》。用宗道荫，知韦城县。曹、濮剧盗横行旁县间，闻其名不敢入境。知确山县，大姓把持官政，有开治其最甚者，遂以无事。兴废陂，溉民田数千顷。富弼守蔡，荐之，以为有古循吏风。
知金州，有蛊狱，当死者数十人，有开曰："欲杀人，衷谋之足矣，安得若是众邪？"讯之则诬。天方旱，狱白而雨。知南康军，代还。熙宁行新法，王安石问江南如何，曰："法新行，未见其患，当在异日也。"以所对乖异，出通判杭州。
知卫州，水灾，人乏食，擅贷常平钱粟与之，且奏乞蠲其息。徙冀州，增堤，或谓："郡无水患，何以役为？"有开曰："豫备不虞，古之善计也。"卒成之。明年河决，水果至，不能冒堤而止。朝廷遣使河北，民遮诵有开功状，召为膳部郎中，元祐中，历知信阳军、洺滑州，复守冀，官至中大夫，卒。
