高层云，江南华亭人。
清史稿卷二百八十二 列传六十九：
高层云，字二鲍，江南华亭人。康熙十五年进士。授大理寺评事。二十五年，授吏科给事中。二十六年，太皇太后崩，诏王大臣集永康左门外议丧礼。大学士王熙等向诸王白所议，跪移时，李之芳年老，起而踣。层云曰：“是非国体也。”即日疏言谓：“天潢贵胄，大臣礼当致敬。独集议国政，无弗列坐，所以重君命、尊朝廷也。况永康左门乃禁门重地，太皇太后在殡，至尊居庐，天威咫尺，非大臣致敬诸王之地。大学士为辅弼大臣，固当自重，诸王亦宜加以礼节，不可骄恣倨慢，坐受其跪，失藩臣体。”疏入，上曰：“朕召大臣议事，如时久，每赐垫坐语。今大臣为诸王跪，於礼不合。”下宗人府，吏、礼二部议，嗣后大臣与诸王会议，不得引身长跪，著为令。
二十八年，京师旱，诏求言。层云疏论江、淮间行屯田扰民，请急停苏民困，上嘉纳之。迁通政司参议。二十九年，迁太常寺少卿，卒官。
