陶彝，顺天大兴人。
清史稿卷二百八十六 列传七十三：
陶彝，顺天大兴人。康熙三十九年进士，授户部主事。再迁郎中。考选广西道御史，巡视两浙盐政。
六十年三月，彝与同官任坪、范长发、邹图云、陈嘉猷、王允晋、李允符、范允□高玢、高怡、赵成穮、孙绍曾合疏奏曰：“皇上深恩厚德，浃洽人心。兹逢六十年，景运方新，普天率土，欢欣鼓舞，而建储一事，尤为钜典。恳独断宸衷，早定储位。”疏入，下内阁。时大学士王掞正密疏请建储。后数日，彝等疏又上，上震怒，斥掞植党希荣。於是王大臣奏请夺掞及诸御史官，从重治罪。越日，谕廷臣曰：“王掞及御史陶彝等妄行陈奏，俱称为国为君。今西陲用兵，为人臣者，正宜灭此朝食。可暂缓议罚，如八旗满洲文官例，俱委署额外章京，遣往军前效力赎罪。”雍正四年，世宗以诸御史不谙国体，心本无他，诏释归，以原职休致还籍。
