郑均，东平任城人。
后汉书卷二十七 宣张二王杜郭吴承郑赵列传第十七：
郑均字仲虞，东平任城人也。少好黄、老书。兄为县吏，颇受礼遗，均数谏止，不听。即脱身为佣，岁余，得钱帛，归以与兄。曰："物尽可复得，为吏坐臧，终身捐弃。"兄感其言，遂为廉洁。均好义笃实，养寡嫂孤儿，恩礼敦至。常称病家廷，不应州郡辟召。郡将欲必致之，使县令谲将诣门，既至，卒不能屈。均于是客于濮阳。
建初三年，司徒鲍昱辟之，后举直言，并不诣。六年，公车特征。再迁尚书，数纳忠言，肃宗敬重之。后以病乞骸骨，拜议郎，告归，因称病笃，帝赐以衣冠。
元和元年，诏告庐江太守、东平相曰："议郎郑均，束脩安贫，恭俭节整，前在机密，以病致仕，守善贞固，黄发不怠。又前安邑令毛义，躬履逊让，比征辞病，淳洁之风，东州称仁。书不云乎：'章厥有常，吉哉！'其赐均、义谷各千斛，常以八月长吏存问，赐羊酒，显兹异行。"明年，帝东巡过任城，乃幸均舍，敕赐尚书禄以终其身，故时人号为"白衣尚书"。永元中，卒于家。
