谭振德，直隶天津人。
清史稿卷四百九十六 列传二百八十三：
谭振德，字子明，直隶天津人。始入武备学堂，调新建陆军，派充山西四十三协协统。时山西仅陆军一协，振德宽而有制，兵士亲之。巡抚陆锺琦履任之三月，武昌变作，陕西响应，召军官议省防。振德与参议官姚鸿法建议接济河南军火，而以重兵助守潼关，锺琦从之。遂於九月初七日发新军一、二营子弹，令於翌日出蒲州，屯潼关，又令熊国斌带第三营继之。有构於一、二营者，谓熊营将於中途袭击，適第二营管带姚维藩以请棉衣未得为憾 ，闻之，愤激，谋变。明日，拥众入省城，振德闻警，不及集兵卫，驰出遮道，对众有所宣喻，维藩恐其挠众心，举枪毙之。遂趋抚署，锺琦父子殉难，国斌以不肯附和亦被戕。锺琦自有传。
