许敦仁，兴化人。
宋史卷三百五十六 列传第一百一十五：
许敦仁，兴化人。第进士。崇宁初，入为校书郎。蔡京以州里之旧，擢监察御史，亟迁右正言、起居郎，倚为腹心。敦仁凡所建请，悉受京旨，言："元符之末，奸臣用事，内外制诏，类多诬实。乞自今日以前，委中书舍人或著作局讨论删正。"起居郎、舍人，异时遇车驾行幸，惟当直者从，敦仁始请悉扈跸。迁殿中监，拜御史中丞。甫视事，即上章请五日一视朝。徽宗以其言失当，乖宵旰图治之意，命罚金，仍左迁兵部侍郎；他日，为朱谔言，且欲逐敦仁，而京庇之甚力，敦仁亦处之自如。后二年卒。靖康中，谏官吕好问论蔡京使敦仁请五日一视朝，欲颛窃国命，盖指此也。
