罗以礼，桂阳人。永乐十三年进士。由郎中知西安府。遭丧，补绍兴。再以丧去。代者不称职，部民追思，乞以礼于朝。诏起复视事。岁满，进秩复任。已，移知建昌。所至皆有惠爱。历三郡，凡二十七年，乃致仕。
