杨善会，弘农华阴人。
北史卷八十五 列传第七十三：
杨善会，字敬仁，弘农华阴人也。父初，位毗陵太守。善会大业中为鄃令，以清正闻。俄而百姓聚起为盗，善会讨之，往皆克捷。后贼帅张金称屯于县界，善会每挫其锋。炀帝遣将军段达讨金称，善会进计于达，达不能用，军竟败。后进止一以谋之，乃大克。金称复引勃海贼孙宣雅、高士雅等破黎阳而还，善会邀破之。擢拜朝请大夫，清河郡丞。于时山东郡县，陷没相继，能抗贼者，唯善会而已。前后七百余阵，未尝负败。会太仆杨义臣讨金称见败，取善会定策，与金称战，贼乃退走。善会捕斩之，传首行在所。帝赐以尚方甲槊弓剑，进拜清河通守。复从杨义臣斩漳南贼帅高士达，传首江都宫。帝下诏褒扬之。后为窦建德所陷。建德释而礼之，用为贝州刺史。善会肆骂，临之以兵，辞气不挠，乃害之。清河士庶，莫不伤痛。
