朱光第，字杏簪，浙江归安人。少孤贫，幕游江南，奉汪辉祖佐治药言为圭臬。咸丰末，捻匪方炽，佐萧县令筹防御，屡破贼。都统伊兴额上其功，累晋秩知州，分发河南，佐谳局，治狱平。光绪中，补邓州。在任三年，大祲之后，壹意休养。善治盗，民戴之。王树汶者，邓人，为镇平盗魁胡体安执爨。镇平令捕体安急，乃贿役以树汶伪冒，致之狱。既定谳，临刑呼冤。重鞫，则檄光第逮其父季福为验。开归陈许道任恺先守南阳，尝谳是狱，驰书阻毋逮季福。且诱怵之。光第曰：“吾安能惜此官以陷无辜？”竟以季福上，则树汶果其子。巡抚李鹤年袒恺，持初谳益坚。河南官科道者，交章论其事。命东河总督梅启照覆讯，树汶犹不得直，众论大譁。刑部提鞫，乃得实。释树汶，自鹤年、启照以次谴黜有差，而光第已先为鹤年摭他事劾去官，贫不能归，卒於河南。后邓州士民请祀名宦，以子祖谋官礼部侍郎，格於例，不行。
