刘锡祺，直隶天津人。
清史稿卷四百九十六 列传二百八十三：
刘锡祺，字佩之，直隶天津人。毕业将弁学堂。第八镇成立，为正参谋官。光绪二十二年，南、北陆军於河间会操，筹度有劳，加正参领衔。
宣统三年夏秋间，革命党人之在武汉者数被破获，总督瑞澂恣意捕杀，人人危惧。八月十九日，武昌变作，始仅工程营数十人，他军无应者。瑞澂遽逃兵舰，省垣无主。於是各营皆起，拥立都督黎元洪，称军政府，独立。锡祺时方赴沙市，以二十六日回武昌，各营争往迎谒，趣入见元洪，锡祺正色曰：“国家岁糜巨帑练兵，原期君等为国干城，以御外侮。奈何一旦为人煽惑，遽尔发难乎？祸机一动，将无已时！吾不能为君等所为。”众闻之譁怒，即於坐中击杀之。事闻，照协都统例从优赐恤。
发难时，督队官阮荣发出阻，众遽击毙之。荣发邑里未详。
