刘瑑，彭城人。
旧唐书卷一百七十七 列传第一百二十七：
刘瑑者，彭城人。祖璠，父煟。瑑，开成初进士擢第。会昌末，累迁尚书郎、知制诰，正拜中书舍人。大中初，转刑部侍郎。瑑精于法律，选大中以前二百四十四年制敕可行用者二千八百六十五条，分为六百四十六门，议其轻重，别成一家法书，号《大中统类》，奏行用之。出为河南尹，迁检校工部尚书、汴州刺史、宣武军节度使。十一年五月，加检校礼部尚书、太原尹、北都留守、河东节度观察等使。其年十二月入朝，拜户部侍郎，判度支。寻以本官同平章事，领使如故。十二年，累加集贤殿大学士。罢相，又历方镇，卒。弟顼，亦登进士第。
