刘奎，山东诸城人。
清史稿卷五百二 列传二百八十九：
奎，字文甫，山东诸城人。乾隆末，著瘟疫论类编及松峰说疫二书，松峰者，奎以自号也。多为穷乡僻壤艰觅医药者说法。有性论瘟疫，已有大头瘟、疙瘩瘟疫、绞肠瘟、软脚瘟之称，奎复举北方俗谚所谓诸疫证名状，一一剖析之。又以贫寒病家无力购药，取乡僻恒有之物可疗病者，发明其功用，补本草所未备，多有心得。同时昌邑黄元御治疫，以浮萍代麻黄，即本奎说。所著书流传日本，医家著述，亦有取焉。
