刘嗣明，开封祥符人。
宋史卷三百五十六 列传第一百一十五：
刘嗣明，开封祥符人。入太学，积以试艺，名出诸生右。崇宁中，车驾幸学，解褐补承事郎，历校书郎至给事中。
张商英居相位，恶其不附己。时郑居中虽以嫌去枢密，然阴殖党与，窥伺益固。嗣明与之合，计倾商英。门下省吏张天忱贬秩，嗣明驳弗下，商英争之。诏御史台蔽曲直，商英以是罢。嗣明遂论商英引李士观、尹天民入政典局，矫为敕语，共造奸谋，三人俱坐责。
嗣明迁大司成。士子肄雅乐被恩，嗣明亦升班与学士等。已而言者论其取悦权贵，妄升国子生预舍法以抑寒士，黜知颍州。未几，入为工部侍郎、翰林学士、工部尚书。卒，赠资政殿学士、太中大夫。
