刘仁之，字山静，河南洛阳人。其先代人，徒于洛。父尔头，在《外戚传》。仁之少有操尚，粗涉书史，真草书迹，颇号工便。御史中尉元昭引为御史。前废帝时，兼黄门侍郎，深为尔朱世隆所信用。出帝初，为著作郎，兼中书令，既非其才，在史未尝执笔。出除卫将军、西兖州刺史，在州有当时之誉。武定二年卒，赠卫大将军、吏部尚书、青州刺史，谥曰敬。
仁之外示长者，内怀矫诈。其对宾客，破床敝席，粗饭冷菜，衣服故败，乃过逼下。善候当途，能为诡激。每于稠人广众之中，或挝一奸吏，或纵一孤贫，大言自眩，示己高明，矜物无知。浅识皆称其美，公能之誉，动过其实。性又酷虐，在晋阳曾营城雉，仁之统监作役，以小稽缓，遂杖前殷州刺史裴瑗、并州刺史王绰，齐献武王大加谴责。性好文字。吏书失体，便加鞭挞，言韵微讹，亦见捶楚，吏民苦之。而爱好文史，敬重人流。与齐帅冯元兴交款，元兴死后积年，仁之营视其家，常出隆厚。时人以此尚之。
