余国柱，湖广大冶人。
清史稿卷二百六十九 列传五十六：
余国柱，字两石，湖广大冶人。顺治九年进士，授兖州推官。迁行人司行人，转户部主事。康熙十五年，考授户科给事中。时方用兵，国柱屡疏言筹饷事，语多精覈。二十年，擢左副都御史。旋授江宁巡抚，请设机制宽大缎疋。得旨：“非常用之物，何为劳费？”当明珠用事，国柱务罔利以迎合之，及内转左都御史，迁户部尚书，汤斌继国柱抚江苏；国柱索斌献明珠金，斌不能应，由是倾之。二十六年，授武英殿大学士，益与明珠结，一时称为“余秦桧”。会上谒陵，中途召于成龙入对，成龙尽发明珠、国柱等贪私。上归询高士奇，士奇亦以状闻。及郭琇疏论劾，言者蜂起，国柱门人陈世安亦具疏纠之，颇中要害，国柱遂夺官。既出都，於江宁治第宅，营生计，复为给事中何金兰所劾，命逐之回籍。卒於家。
