何秋涛，光泽人。
清史稿卷四百八十五 列传二百七十二：
秋涛，字原船，光泽人。道光二十四年进士，授刑部主事。留心经世之务。以俄罗斯与中国壤地连接，宜有专书资考镜，始著北徼汇编六卷。后复详订图说，起汉、晋讫道光，增为八十卷。文宗垂览其书，赐名朔方备乘。召见，擢员外郎、懋勤殿行走，旋以忧去。同治改元，年三十九，卒。又著王会篇笺释、一镫精舍甲部藁。刑部奉敕撰律例根源，亦秋涛在官时创藁云。
