严作霖，丹徒人。
清史稿卷四百五十二 列传二百三十九：
严作霖，字佑之，丹徒人。以儒生奋起司赈事。自光绪二年始至三十年，历赈山东、河南、山西、安徽、江苏、直隶、广西、奉天、陕西数行省。每兼濬河修堤，以工代赈。作霖性强毅，赴事勇决，综覈无糜费，久而为人所信，故乐输者众。其施赈不拘成法，随时地而取其宜。当时疆吏以义赈可矫官吏拘牵延缓积习，乐倚以集事。作霖不求仕进，辄辞荐剡，仅受国子监助教衔，数被温诏嘉焉。积赈馀赀兴扬州、镇江两郡善举。及殁，子良沛出二十馀万金为恤嫠、保节、备荒等用，成其遗志云。
